University Instructors to partner with GovMVMT Cooperative Purchasing Program to Help School Districts Address Teacher Shortages Nationwide
Richmond, Virginia, August 6, 2025—University Instructors (UI), a leading provider of instructional staffing support, has been awarded a contract in partnership with GovMVMT to join its national cooperative purchasing program. At a time when 1 in 8 teaching positions are either unfilled or filled by individuals not fully certified for their roles, the partnership gives K-12 school districts streamlined access to qualified teachers and tutors—helping address the nation’s critical teacher shortage with a proven, compliant, and cost-effective solution.
The contract was competitively solicited, evaluated, and awarded through a transparent process conducted by Henrico County Public Schools, serving as the official Lead Public Agency. Over 32 companies responded to the RFP, with UI selected as the exclusive national awardee—the first and only contract of its kind in the marketplace.
The result is a national contract owned and managed by a school district, for school districts, with a term of five initial years plus two extensions, totaling up to 10 years. In addition, there is no cost, and no minimum spending requirements for public agencies to use the program.
Notably, K-12 school systems represent over 60% of GovMVMT’s annual spend, and the largest cooperative spend nationwide historically. This underscores the importance of accessible, scalable solutions for instructional support.
Through this contract, districts can now access UI’s services without issuing their own RFPs—saving time and accelerating support for students.
